Hertfordshire’s councils are undertaking one of the most significant transformation programmes in their history through Local Government Reorganisation (LGR). This is a rare opportunity to help shape the creation of new unitary authorities, redesign public services, and influence how local government will operate for generations.

We are looking for Project Managers to help drive delivery and co-ordinate activity across the programme.

As a Project Manager, you will take day‑to‑day responsibility for coordinating a sub‑workstream, ensuring plans are clear, risks are visible, and activity progresses at pace.

You’ll work closely with the Programme Manager and Workstream Co‑Chairs to keep delivery on track, prepare high‑quality updates, support delivery boards, and maintain excellent communication with the wider programme.

About the role

  • Coordinate delivery of sub‑workstreams, ensuring activities, milestones and outputs are clearly defined, sequenced and monitored.
  • Support the Programme Manager with planning, tracking and reporting across the wider workstream.
  • Maintain high‑quality delivery plans, updating timelines, risks, issues and dependencies in line with PMO standards.
  • Prepare papers and updates for delivery boards, capturing progress, decisions, risks and required actions.
  • Act as day‑to‑day contact for the workstream, ensuring queries, requests and updates flow smoothly between teams and the Delivery Unit.
  • Identify risks and issues early, escalating where needed and working with colleagues to develop mitigating actions.
  • Support engagement with stakeholders, helping coordinate workshops, planning sessions and collaborative problem‑solving.
  • Ensure alignment with programme governance, including RAID management, reporting cycles and change controls
  • Support delivery of Day One readiness tasks, helping confirm assumptions, gather evidence and track progress.

About you 

  • Experience in project delivery: Demonstrable experience coordinating delivery within complex, fast‑paced environments, ensuring tasks, risks, resources and dependencies are well managed to support successful outcomes.
  • Strong organisational and planning skills, with the ability to manage multiple priorities at once.
  • Ability to work confidently in ambiguous environments: Experience working in a team where priorities evolve, helping provide structure and clarity across diverse activities. 
  • Problem‑solving skills: Able to spot risks or emerging issues, and translate insights into clear, practical recommendations for the Programme Manager and Co-chairs 
  • Strong presentation and communication skills: Able to prepare high‑quality reports, presentations and briefing materials that clearly convey progress, risks and recommendations for senior audiences and the wider programme 
  • Influencing and collaboration skills: Able to bring people together, help resolve delivery challenges, and support decision‑making where views or priorities differ.
