Our team is responsible for recruitment, apprentice development, succession planning, promotion, and leadership & management training. Additionally, we support the production of training resources for the Community Protection Directorate. About the role
As a Management Development Officer, you will report to the Competence and Development Manager and play a pivotal role in delivering and co-ordinating Leadership and Management Training. You will support staff in achieving required qualifications and ensure that training resources are readily available to all personnel.
We are seeking an enthusiastic and self-motivated learning and development professional to join our friendly and experienced teams, supporting the development of staff within the Community Protection Directorate.
This role is ideal for someone with expertise in leadership and management training, who understands regulated qualification requirements and the role of the assessor.
The position is offered for 4 days per week, with consideration given to applicants wishing to work 3 days. There is flexibility for hybrid working due to the blended nature of our training delivery; however, the role will require some delivery of face‑to‑face training at our Stevenage Training Development Centre, as well as visits to workplaces across Hertfordshire to assess staff competence.
Successful candidates will have the chance to further their career progression and complete additional qualifications relevant to the role.
Responsibilities include:
Deliver and Commission Leadership & Management Training
- Design and implement training programs focused on leadership and management skills.
- Collaborate with external training providers to deliver specialised courses.
- Deliver effective coaching and mentoring sessions to support staff development and progression
Monitor Progress of Candidates on Regulated Qualifications
- Track and evaluate the progress of staff enrolled in leadership and management qualifications.
- Providing feedback and support to ensure successful completion of programmes.
Establish Links with Learning and Development Officers
- Network with internal and external learning and development professionals to identify training opportunities.
- Facilitate partnerships to enhance the quality and variety of training available.
Function as Assessor and Internal Quality Assurer
- Serve as an assessor and Internal Quality Assurer (IQA) for relevant qualifications such as FRS & TAQA.
- Ensure compliance with qualification standards and best practices.
Provide Training and Support for Candidates, Assessors, and IQAs
- Offer guidance and training to candidates, assessors, and IQAs to maintain high standards in qualification achievement.
- Monitor candidate progress and address any issues or challenges faced during the training process.
Contribute to Working Groups and Policy Development
- Participate in working groups to review and revise policies and procedures.
- Attend meetings and training events to stay updated on organisational changes and developments.
Adapt to Necessary Alterations
- Accept and adapt to reasonable changes in duties and responsibilities as required by the organisation.
About you
Essential criteria:
- Level 3 Qualification in Learning & Development (or equivalent)
- Have a management qualification or have experience managing teams in a managerial role ideally within the public sector.
- Experience of developing and delivering leadership & management and competency-based training.
- Ability to travel to various locations around Hertfordshire.
- Familiar with MS Office application and confident IT skills as you will record data on relevant management information systems, producing reports and correspondence as required.
- Able to work as part of a team, contributing effectively to meet the objectives of the departmental plan.
- Good organisational and planning skills.
- Ability to communicate verbally effectively both to individuals and larger audiences.
Desirable criteria:
- Level 3 Qualification in Assessing in a Work Environment
- Level 4 Qualification as Internal Quality Assurer.
- Practical understanding of Coaching & Mentoring Models
